Highlands Engineering & Surveying, PLLC is a civil engineering
and land surveying company providing professional consulting
services to
western North Dakota and the surrounding area. The company was founded by KC Homiston, P.E. and Jamie Glasser, RLS and is based in Dickinson, ND. The
owners have over 17 years of combined experience working in both the private
and public sector.
KC Homiston is a licensed professional engineer with a Bachelor of
Science in Civil Engineering from the University of North Dakota in
1998. KC is a co-owner of Highlands Engineering & Surveying, PLLC and
manages the engineering related consulting services. He is licensed in North
Dakota (PE #5466) and Colorado (PE #37751). KC has worked for engineering
consulting firms in Minnesota and Colorado since 1998 designing and managing
various civil engineering projects. Mr. Homiston’s main area of expertise is
land development, municipal engineering and general infrastructure. Those
design projects include: grading plans, utilities, drainage/hydraulic reports,
roadway design, site planning, land planning, project scheduling, project
budgeting, construction plans, contractor coordination, erosion control plans,
sub-excavation plans, underdrain design, block retaining wall design. KC’s
background and experience is well suited to handle the design and management
of single family and multi-family developments as well as wide variety of
commercial property projects.
Jamie Glasser is a registered land surveyor with a Bachelor of Science
in Geomatics from the University of Florida in 2000. Jamie is a
co-owner of Highlands Engineering & Surveying, PLLC and manages the
surveying related consulting services. He is licensed in North Dakota (RLS
#5771). Jamie is enrolled in the Certified Federal Surveyors program to
be completed in the fall of 2007. Jamie has experience with all types of
survey equipment including: Leica Total Station, Trimble Total Stations, Nikon
Total Station, Sokkia Total Station, Trimble Receivers, Trimble Data
Collectors, Levels, and COGO in HP-48. Jamie has worked for engineering and
surveying consulting firms in Florida and North Dakota. He was involved with a
64,000 acre Boundary Survey of the Pinhook Swamp in north Florida for the
Florida Department of Environmental Protection that conserved the land between
the Okefenokee National Wildlife Refuge and the Osceola National Forest. He
was also a project manager for Surveying and Vegetative Mapping of three (3)
Stormwater Treatment Areas (STAs) for the South Florida Water Management
District in support of the Comprehensive Everglades Restoration Plan (CERP).
Jamie was construction staking manager for 27th Street Bridge project in
Minot, ND. Project Manager for survey work of new UND Family Medical Center in
Minot, ND. Survey Manager for new Best Buy located in Minot, ND. Has completed
numerous oil & gas survey well plats in North Dakota.
